The Opportunity

Located within the Greater Macarthur Growth Area, the 301-hectare site is being repositioned as a sustainable masterplanned community of national significance.

A Planning Proposal seeking Urban Development and Environmental Conservation zoning was submitted to the NSW Department of Planning, Housing and Infrastructure in August 2023. Public exhibition was completed in early October 2025.

Woodhill Property is appointed exclusive sales and marketing agent, responsible for managing the project’s staged delivery, product differentiation and long-term absorption as infrastructure and rezoning milestones are achieved.

The Developer

Ingham Property Group is a privately owned, fourth- generation family business with a legacy in strategic landholding across industrial, residential and mixed-use development. Following the 2013 sale of Inghams Enterprises to TPG Capital, the family retained its property arm – now approximately 900 hectares across seven prime sites nationally, including Freemans Ridge in Hoxton Park (NSW).

The Masterplan

The proposal accommodates more than 3,000 new homes, a local retail centre, community facilities, a primary school and a network of active and passive open spaces.

Approximately 79 hectares—26% of the site—is dedicated to conservation. This includes protecting Cumberland Plain Woodland and the koala corridor along Ousedale Creek, maintaining a critical ecological connection between the Nepean and Georges River Koala Reserves.

The Location

The site at 345 Appin Road forms the majority of the North Appin Precinct identified in the Greater Macarthur 2022 Plan.

Positioned approximately 1.5 kilometres north of Appin township, 35 kilometres north of Wollongong and 15 kilometres south of Campbelltown–Macarthur, it occupies a critical growth interface between Greater Sydney and the Illawarra.

North Appin is one of three designated planning areas within the Greater Macarthur Growth Area and has been earmarked for urban development since 1968.
